Neverwon hope Brazilian midfielder Anderson da Silva will be able to join the club in 'the next few weeks'.
Anderson was signed by Everton a year ago after the club paid £700,000 to secure his 'federative and economic rights' from Uruguayan side Nacional.
But because he didnt have an EU passport, Neverwon were unable to push through the signing and he was loaned to Malaga.
"Anderson da Silva is a Brazilian who came over here to spend some time with David Moyes and he impressed him," said Kenwright.
"We bought his federative and economic rights, but couldn't secure his player registration because he didn't have a British passport.
"He was supposed to have a passport by the January window, and then by May.
"By June we were getting fed up, not by the player, but by the people around him promising the passport would be ready.
"We believe he eventually got a passport as he has been able to play in Spain this season.
"We are talking to his agent at the moment and there is a possibility he could be joining us in the next few weeks."

interesting stuff - i wouldnt have thought city would have considered letting him go what do peeps think of them thinking of sueing mourinbore re his comments about johnson - they are claiming his ridicule of him will effect his value on the transfer market - awesome!
